MSDE Patch fails to install

I have about 1000 people hitting one box to install this
MSDE patch and now when they run it it goes through the
EULA, unpacks the files and that is it. It no longer
installs. When I tested this on my lab systems it
installed, even when the IS director installed it on his
box it installed. What is going on???
