We don't have a good handle on this problem yet but all indications seem to
point to a MDAC mismatch. This can happen if you've had a failed MSDE
uninstall at some point in the past in this computer, or didn't reboot the
computer between service pack installations. The first thing I would try is
to reboot the computer, re-install MDAC (run sqlredis.exe from the x86/other
directory where you unpacked SP3), reboot the computer, and try installing
SP3 again. If that doesn't work, please send me your phone number,
stephd@microsoft.com.
