Logon alert?

Trying to set up an alert in 2000 if someone tries to logon to the sql
server using SQL authentication and fails

It seems to fire 18456 error but level 14--the 18456 error seems to be
actually set to level 16; whether that's the cause or not,
I can't seem to get the alert to fire on a fialed login. Any ideas?
