SP3 installation fails at user validation

Hello!

I tried to install SP3 for SQL2k but it fails on user
validation. (I've few servers and on some of them
everything went OK!).
I checked MDAC version it's: 2.70.9001.0 on first machine
and 2.71.9030.9 on second. Both fail to install SP3.
I also checked registry
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\MSSQLServer\Client\Co
nnectTo and it's set to 'DBNETLIB' value.
I tried starting SQL Server in single user mode
(sqlservr.exe -c -m) and then execute setup, but still no
luck!

Any ideas?
