Problems running SP3 with no previous SP's installed

We are having the same exact problem with only one of our
SQL2000 servers. The rest all worked but on this one
server we keep getting the "setup was unable to validate
your password" error. We have tried using the valid sa
password, and have tried using windows authentication.
Neither worked.
And it is not an issue of us entering a wrong password, as
we have verified its valid.
Please someone help!
