Problems running SP3 with no previous SP's installed

We are repeatedly encountering errors running SQL2000 SP3,
stating "setup was unable to validate your password",
while executing the SP3 sqlsetup.exe with SQL
Authentication, using the valid 'sa' password.

We've heard of other cases where a similar problem was
encountered and fixed by installing SQL2000 SP2 prior to
installing SP3, but I wondered if anyone here knows the
root cause of this, and whether SP2 will definitely fix it.
