Your question is asked often and answered in the ISA and
SBServer groups (because ISA and SQL are used together,
not necessarily because they are on the same machine).
In ISA,
You have to define a Protocol Definition for the SQL
Connection, referencing the port you use, then create a
Protocol Rule that exposes the rule (TCP outgoing).
Of course, this assumes you have your Server Configuration
Utility configured correctly...
