db_owner Role (SQL Server 7.0 v/s SQL Server 2000)

hi all,

Recently while setting up a DB Hosting Environment I saw a difference in
db_owner Role in SQL Server 7.0 and SQL Server 2000.

When I gave user a db_owner Role in SQL Server 7.0, he can view his database
properties like size allocations, permissions etc, but can't change any one
of them.

Where as same role applied to user in SQL Server 2000, being a db_owner he
is allowed to view his database properties and also he can change the file
allocations and other permissions.

What I am wondering is that, whether this is a new feature of SQL Server
2000 or

there are some Security Settings which can control this behavior.

I will really appriciate if any one helps me to clear my confusion and
understand the security much better.
