HELP !! Restrict db_owner from changing database properties.

hi,

please help me to find a way out here in security web of
MS SQL Server 2000.

I am trying to create a new database on server, trying to
create a new user login for the same with db_owner Role
membership, and i want that user to access the database
properties but don't want to allow him to change the
database properties.

I have seen such existing configuration on SQL Server 7.0
and want to implement the same on 2000. Can anybody of
you please help me to set the appropriate permissions
regardig the same.
