Permissions required to view SQL counters in System Monitor

While attempting view Performance data in Win2K System
Monitor of the SQL servers in our enterprise, I am unable
to see the SQL performance counters, even though all other
counters are visible. I have tried applying permissions
on the various SQL server registry keys, but have had no
success. The only thing that resolves the issue is to put
my account in the local Administrators group of the
server. I did this on a small test box and was
successfully able to view the SQL counters. However, I am
not a domain or local admin on any of our production
servers, so I need to be able to view the SQL counters in
System Monitor without local or domain admin permissions.
My question, therefore, is: What are the necessary
permissions (SQL, Registry, NTFS) and Rights for a non-
Admin to view and record SQL Performance counters?
Any assistance would be appreciated.
