Active Directory + Restricted MMC

Anyone know how to configure a DC so that the option to
restrict/enable the SQL Enterprise Manager appears in the
snapin's folder?

Basically I want to restrict all MMC's, except for
Enterprise Manager, but there's no option for it in the
default Active Directory installation.

Any help would be appreciated, thanks.
