Account Privileges needed for WinInet Command Utility

I've written a command line utility that fills in an ASP form on a website.
The utility works just fine. However, I'd like to be able to invoke this
utility using the SQL Server Agent. What privileges do I need to give the
account the agent runs under to invoke an application that uses WinInet?
