permission to review jobs and settings

I have some co-workers within my IT department where I'd like to be able to
give them the ability to view, but not change, a variety of SQL Server 2000
settings. In general, outside of tables and objects within databases, it
seems to me that SQL doesn't support a reviewer/read-only permission style.
Does this observation match other people's experience?
To be a little more specific, there are 2 things I'd like to allow them to
do:
1) view the settings and status of backup jobs-- I've been unable to find a
way for people other than the sysadmins and job owners to view this
information. Is there a role or permission I can grant for a person to be
able to view the jobs other than to make them a sysadmin?
2) view the access rights and properties of logins -- Again, I can't seem to
find a read-only kind of permission here, just the ability to make somone a
security admin or system admin, which then gives them the ability to change
too. Is there a role or permission for this?
Please pardon me if these are dumb questions.
