OPENROWSET security

Hi,

I am trying to query an access database using OPENROWSET.
and am getting error 7415 (7415 16 Ad hoc access to OLE DB
provider '%ls' has been denied. You must access this
provider through a linked server. )

SELECT * FROM OPENROWSET('\\server1
\c$\a.mdb';'admin';'',Table1)

I really dont want to set up a linked server. under sa
account it works but it doesnt under another account which
is a dbo but not a system administrator. I dont really
understand why not. Can anyone shed light on this
problem and how to overcome it?
