I don't think this problem has anything to do with SQLEM or SQL Server.
The client is merely going to call the Win32 API. It is easy to check. Use a
Resource Kit Utility like "NETSVC.EXE" to start/stop SQLServerAgent service
by running the utility from the m/c where you are seeing this problem. You
can also do the same with other services.
Additionally, there are several tools that allow you to check your
current rights and privileges. For example, you can do "whoami /priv" to see
the privileges for yourself. Similarly, "whoami /all" will reveal group
memberships etc. You have to troubleshoot this outside of SQL Server tools
really to confirm the user rights/privileges.
