Moving permissions from Test to Production

We have audited all of our security permissions on our test server,
streamlining them to a point we are all relatively happy with.

The 10 cent question is: how can I successfully move the changes from test
to live, server wide? I have some ideas, but I am interested in other
peoples insight...
