NT Access Level for DBA's

Hi

I posted this on the general newsgroup, but I think this
one group is more appropriate.

Our NT administrators won't grant DBA's more than a normal
user access to servers running MS SQL Server 7/2000. Some
of the problems encountered because of this:
- Unable to restart MS SQL Server / Agent Services
- Unable to change service start up account
- Unable to see SQL Server counters when running the
performance monitor
(NT Administrators do the server install, so we do not
need admin for that)

Is there a recommendation from Microsoft to what NT/2000
access level DBA's require to be able to administer SQL
Server? Something to argue my case for a higher security
level. What is your experience?

I do not want to be an NT Admin, but I would like to be
able to administer SQL Server properly.
