No, there is no row-level security. Per my knowledge to MS Project, for
security concern, only project manager should have the permission to open
the .mpp file which has sufficient permission to project database as well
if saving project data to SQL. For other users, they should have limited
access to Project data, it can be achieved via Project Central Server.
