dropped users still show up in public role

I have SQLServer 7.00.623 -- a development copy (i.e., one I use for
development, not production). Using the Enterprise Manager I deleted
all logins and users (except dbo and sa, of course), but they still
show up in the public role (listed in the properties), and the Remove
button is disabled. Now if I try to create a new login with the same
name as a deleted login, I get the error "User or role 'xxx' already
exists in the current database." How can I synchronize the public
role with the existing users/logins?
