AVG 9.0.725 contains an antispyware component which is *supposed* to disable Windows Defender: http://free.avg.com/ww-en/download-avg-anti-virus-free
If you want to use WD you'll have to uninstall AVG and then install another AV. When you keep reenabling WD you're causing a conflict with Windows Management Instrumentation (WMI).

If disabling WD does not stop the Security Center messsage then suggest you download and run the WMI Diagnosis Utility to see if a repository rebuild is necessary or not.

First realized about a week ago, that I haven't gotten a defender update for a while. So I tried to start Defender and it gave me a dialog about being turned off. I clicked, in the dialog, to start it...all seemed well, Then I noticed if I reboot, Defender was again turned off. Also:
What lead me there, I can't remember, but, Security Center says: "The Security Center is currently unavailable because the Security Center service has not started or has stopped...." If I look at the Services, it shows that it is running. I stopped and restarted the service and all seems OK. But once again, if I reboot Security Center gives the same dialog.
