A lot of security programs will prevent changes to your Internet settings. Examples are antivirus-security programs, Spybot Search & Destroy, Ad-aware, etc. Since we don't know what you have installed, we can't tell you. You need to look at the programs you've got installed and see if one or more of them is preventing the changes.
