The "official" story is that one uses either a safe mode boot, or a
commandline in any type of boot, to manage NTFS permissions
in Home edition. There is no way provided/approved by MS to
make the Security tab available in a normal boot.
However, not long after XP released people found that one could
install (part of) the options pack that released with SP 4 for NT 4
and get the dialog to work.
I strongly recommend not doing this. That was the earliest rev of
an NTFS permissions dialog that could work with inheritance.
Not only did it have bugs, but since then the way inheritance works
has been changed.
The cmdline utility cacls comes with XP. Try
start / run cmd
and then in the cmd window enter
cacls /?
cacls is quite sufficient for the needs you likely will have, and
can handle the common generic grants
If you find it falls short, there is a very full featured xcacls.vbs
that one can download (search at microsoft.com/downloads)

I don't know if this is the right group for this but... I am running
windows
XP home with each member of the family having their own user account, When
running as a normal user there are sometimes authorization issues that can
be
resolved by granting access in the security tab in the properties window.
Unfortunately the only way I have found to be able to access this tab is
by
booting in safe mode, which is inconvenient to say the least. Is there
anyway
to get to this tab outside of safe mode?
