The "Explorer" shell of the Windows OS pretty much requires IE to be in place. You will not be removing it when using Windows or at least not the Explorer shell. If you change your shell then you won't have to use IE but then you aren't really running what people generally consider a Windows machine either.

As a general rule, if someone says you can't run IE, they mean you can't use a Windows PC as the number of people that would know how to jump to alternate shell is low and the number of people who would do it long term is even lower.

Yes I am aware of passwords and other security techniques, but my client clearly does not regard such as adequate protection and insists on the removal of IE et al.
