Open Computer Management. Expand to Services and Applications >
Services. Right-click "Windows Firewall/Internet Connection Sharing
(ICS)", click Start. The service will likely fail to start.

Still in Computer Management, expand Event Viewer > Application. Check
the Application log for errors that state the service failed to start.
Also, check the System log.

Please let us know the details of these error events.

Hello, thank you for the reply, after clicking start Windows
Firewall/Internet Connection Sharing (ICS), it says" Could not start the
Windows Firewall/Internet Connection Sharing(ICS) service on Local Computer.
Error 10047: An address incompatible with the requested protocol was used."

Then the on the application log it says:
Description:
Performance counters for the WmiApRpl (WmiApRpl) service were loaded
successfully. The Record Data contains the new index values assigned to this
service.

and then another one:
Description:
Performance counters for the WmiApRpl (WmiApRpl) service were removed
successfully. The Record Data contains the new values of the system Last
Counter and Last Help registry entries.

On the system log:

Description:
The Windows Firewall/Internet Connection Sharing (ICS) service was
successfully sent a start control.

The Windows Firewall/Internet Connection Sharing (ICS) service entered the
stopped state.
