You use a Scheduled Task to shut it down using the shutdown command at a
particular time. To keep them from accessing it again however you would need
to either configure syskey on the operating system so that a password is
required to access the operating system and/or configure a cmos password so
that a password is needed to boot the computer and either way configure your
computer via cmos settings [usually available by holding delete or F2 key at
startup] so that the computer will boot only from the system hard disk and
password protect cmos settings. Of course doing that is not foolproof and it
may create a problem when they legitimately need to use the computer.
Assuming you are using XP you can also check the security logs via Event
Viewer to see when the computer was shut or the user logged off if they did
either. Another possible problem is that I have seen some pretty screwed up
computers as kids/teens/whoever try to bypass restrictions on them as they
all tend to regard themselves as experts simply because they have been using
a computer for more than a few years and read advice from other so called
computer experts on the internet.
