You didn't tell us what operating system you are using and if XP, what
Service Pack level.

Although you haven't provided enough details about the ads/popups to be
sure, it sounds like you have 1) Win9x/ME and no firewall; 2) XP without
Service Pack 2 (SP2) and no firewall. I suspect the latter.

First clean up the computer. Take it off the Internet and disconnect from
any local area network (lan). Then go through these malware removal steps
systematically:

Make sure you do the prep/finishing work and follow instructions to do all
scans in Safe Mode. If all else fails, run HijackThis and post your log to
one of the specialty forums listed at the above site (not here, please).

Once you know the computer is completely virus/malware-free, if you have
Win9x/ME do not connect to the Internet without a firewall. If you have XP
and I'm correct that you are pre-SP2, prepare your computer for SP2 and
apply it. Use the SP2 Windows Firewall. Here are a few links to help you
