Boy , you have messed the things even more .
As Malke suggested , the first that should have been done is to completely
remove Norton and check for malicious software .


Do the following :
1) Remove Norton . Three reasons : not working , might be compromised by
malicious software , too old protection

Goto Control Panel -> Add/Remove programs and remove Norton AV
Reboot . Again there remove Symantec stuff . Reboot . Again in Add/Remove
programs remove Live Update . Reboot
Goto C:\Program files (or where Norton was installed) and delete all files
and folders with names Norton , Symantec , LiveUpdate


Download Norton's removal tool for version 2004-2006 and use it to
completely remove all Norton traces (you don't need them and if you don't do
that you can have future problems with many other programs)

After that follow the instructions in my site to check for and remove
viruses/spyware . You can repair your firewall and other Windows stuff only
when the malware is removed

Repair Winsock

Start –> Run
type
cmd
Click OK
type
netsh winsock reset
Press ENTER . Restart immediately !

Now
Start -> Run
Type:
regsvr32 hnetcfg.dll
Press ENTER

Goto Control Panel -> Administrative Tools -> Services and make sure Windows
Firewall and Security Center's services are set to Automatic

If reregistering Windows Firewall doesn't help , have a look at this site
