I have a small server setup that I have created accounts on. Each
user on the server also has their own account on an XP system. I need
the user to be able to change the password on the server from their
XP machine. The users are not administrators, the systems are not
part of a domain, and the situation does not allow the setup of
active directory. Any suggestions would be greatly appreciated.

Mind if I ask why you can't set up AD and have all user accounts
centralized? That's one of the main reasons to use it!
