No, it just means that your ISP is located in Reston, VA (or at least the
owner of their IP block is). Since the "original" provisioning of addresses
started out in that area, many of the registered addresses are still located
somewhere in VA.
In your case, your provider is Verizon Internet Services, and they are
located at 1880 Campus Commons, Reston, VA.
