If XP Home then you are free from EFS worries as it
does not do EFS encryption.
Post back if taking ownership and letting it reset permissions
so that the administrator account you are using has permissions
and you still do not have access to the files (because they are
in fact EFS encrypted)

This was a standalone notebook PC
I am in fact getting 'access denied' message - i can see the folder but
cannot get into it
Cant 'take ownership' since i dont see 'security' tab on any of the
folders
i am having problems with
I wonder if booting from this drive would help...

Whatever you do, do not alter the old profile (beyond the
taking ownership which you have likely already done).

Motherboard of my old notebook died... i am trying to move my files

old hard drive to the new PC, but cant copy any of the folders/files
from
my
old Documents and Settings folder. I remember they were all made
private
and
encrypted. How can i get access to these files ?
