MSSOAP refuses to accept self-signed certificate

Hi all

MSSOAP toolkit relies on WinHTTP and throws following error while
connecting to WebLogic server with self-seigned certificate

Connector/IID_NULL: Connector:WinHTTP is unfamiliar with the
Certificate Authority that generated the server's certificate.
HRESULT=0x800A1529]

Is there any solution? How to make certificate familiar?
