I do not get the gist that this is a forensic needed operation here.

If it is a hard disk failure the tech will recognize so rapidly that
there would not likely be plate scaring beyond what is already
done. If it is disk controller failure a similar result very unlikely
any further damage would result. If it is heads not working same.
If it is gummed up bearing or shorted motor, same.
If it is file corruption preventing bootability, files are obtained.

Where is the danger of high probability loss ?

Now, if this were a corps essential records I can see your
cautionary approach, perhaps. If there were indication that
there was hard error, plate scrap, etc. certainly.

As it is all that was said is

"The Operating system (Windows XP) can not be recognized"

Obviously the disk is spinning, and user has run it for some time
(note attempts to get in and thought of partitioning while running).
I believe that the boot sequence is interrupted in one of the
multiple soft ways this can happen.

That is what I said has not been probed, getting clarification from
user of actual boot attempt behaviors.
Escalation to pro data recovery without probing this rather likely
cause, is rather IMO extreme, if not over protective of one's liabilities.

If the data is *critically important* do not let "any moderately good
computer geek" touch it. If you have a clean room and white booties on
your shoes, maybe.

If the data is only nice to have, then sure.

Lots of good advise, but it seem no one is asking the critical
questions that would help determine whether a "screwed"
hard drive means just OS bootability is toasted or whether
the hard drive has hard, lower level problems. If it is just
not bootable due to some corruption, then any moderately
good computer geek could get most data off without effort
or damage that would prevent later use of for-fee low level
data recovery if it turns out needed.

Here is the situation.
I have 2 laptops.
The one I am on is working.
My previous one is screwed.

asking me create a partition but if I do that will that destroy my
hard drive contents or what?

The options are :

1. Create partition
2. Delete partition
3. Select bootable partition
Can I save my hard drive contents by repartitioning or what?

The only Windows XP disc set that I have came with the laptop and it
will completely restore my laptop to it's original condition wiping
out all the contents on the hard drive.

Anyway, I am willing to PayPal anyone who can rescue my hard drive
any
fee needed.
Just please be some tech who knows what he's doing (lol).
I have a cell phone where talking is free after 7pm Central so I can
call you or if you have a cell phone you can call me.
Or we can do it through AIM (Instant Message).
