Yes and no, it is and is not possible.
If you have different scopes defined in your DHCP then you
can give each scope a different lease time. However, that
may not help, even if you use reservations so the machines
that should get short lease do, since DHCP only gives out
IPs, but cannot make them useless when leases expire.
