i am opening the HTA file (which is on the client hard disk drive) using a link in my portal but XP SP2 refuses to open it, any ideas

If you double click on that file what happens ? Usually when you click
on a link ShellExecute with "open" flag is invoked, and if there is no
software associated with file extension OS should popup "open with"
dialog.

when click the link IE don't open it??
is there any solution using a development way (some script to open it
whatever)???
