Windows Installer

Just ran into an interesting issue, I apologize ahead of time if this is a repeat or wrongly located... there are ALOT of posts to sort through.

When installing iTunes and Quicktime in the combo package, iTunes installed successfully however Quicktime failed. When I went to uninstall to attempt again I recieved the message that the windows installer service could not be used. Looking in the Event Logs I see that alternately the "Server could not be contacted" or "Access Denied" when attempting any use of the MSIExec. I've tried the registry hack and that had no effect. I tried unregistering and re-registering the service... Access Denied. And of course I've rebooted.

Any clues? I'll provide more information if needed.
