Really depends on character of the install.
However, if you give someone privileges that let them install
whatever they want, even if you find a way to do this so they
are not an administrator (hope to limit them) then you have
given them all that they need to be able to do anything and to
be or act like an administrator. In other words, doing what
you want does not really limit them if they want more.
