You'd need to grant the users/groups in question the right to log off the
currently logged in user, I believe. If this is an issue where a user who is
supposed to log out of a shared computer, isn't doing so, perhaps it would
be best dealt with on the 'human' level ?
I am presuming you're referring to an NT-based OS and hence the screensaver
doesn't have its own password, but uses the logged-in users'
credentials.....
