I believe the api you are after has never been made public.
In general there is no programmatic interface for setting any of
the policy values in group policy (rare exceptions exist, like
user rights being accessible from unmanaged code).
For later systems there is a public api that gets at the resultant
set of policy information, particularly of interest for you may be
the history info.
