You could set up a Linux proxy server with a firewall and running Squid
for not much money, but that will be pretty hard to do unless you have
a good set of tech skills. There are appliances like InstaGate, but
they are expensive. For all filtering programs - like the one run at my
kid's school (I forget the name) - there is an initial expense and then
a yearly subscription fee.
You might want to look into a NetNanny solution instead.
