secpol.msc corrupt?

While trying to confirm certain necessary permissions for a service account
on a 2K3 SP1 server running Exch 2K3 SP1, instead of finding a list of
policies within the User Rights Assignment object...there is one entry that
reads, "Windows cannot read template information". All the other Security
Settings objects appear to be ok.(meaning their policies are listed)

It seems obvious that not being able to 'read the template' is the cause of
my service accounts failing to have access to necessary objects to run daily
tasks. What might cause this and what is the least intrusive way to resolve
it? Thanks.
