IE options Restricted

Dear all
My environment is a windows 2003 server environment with 40
Workstations: -
On my network I have one particular user who is using a laptop with XP pro,
that is not allowed access to IE options. the following message appears
when they try to access IE options
Restricitions: this operation has been cancelled due to restrictons in
effect on this computer. Please Contact your system administrator.
I have read many sites on possible ways to solve this PROBLEM and frankly I
rather not toy with the registry settings directly.
I have tried the following possible remedies: -
- Created a new Group policy disabling the restrictions to the Internet
options (this has not worked), I also did check that the policy has been
inherited using the command 'grpesult'.
I also have created a test user in the same OU, and I experience the same
restrictions.
If anyone knows of a machine setting, GPO's, frankly any information that
could help please post them.
