That is interesting Wayne, as when I spent much time over in the
windowsxp.security_admin newsgroup I recall many people with
Home edition trying to tweak an illicit import of the Local Security
Policy bits into working in Home, without success. Of course, that
was all pre-SP2.
You should also over in the newsgroup I just mentioned.
You probably should start by logging in as Administrator in a
safe mode boot and doing a thorough scan of the system for
malwares - as some of them have a penchant to crippling access
to admin/mgmt tools.
