Windows 2000 Professional Logon Issue

I currently have a PIII computers running W2k pro. A recurring issue that has
recently come about is while attempting to logon locally, all user accounts
are lolcked out, including the Administrator account. This is a sporadic
occurrence yet annoying. The system is not part of a network, but in a work
environment with several users. Access to the internet is via modem. The end
users for the most part do not have the computer literacy to create a problem
like this intentionally. There is an anti-virus application supplied by the
company that has been on the system since day 1 without causing problems that
some anti-virus programs can do.
Is there something that I may be overlooking in W2k that will automatically
lockout accounts? Or possibly someone that may have experienced a similiar
problem?
