It's an optional utility included with Spybot but it must be enabled by the

Ugh, I was afraid of that.
Norton [what?] 2000 and 2004 (e.g., NAV, NSW or NIS)? I'll refer to them as
NXX 2000 and NXX 2004 below.
Despite the official Symantec line, I'd not install /any/ new Norton product
without having first fully removed all previous versions. I suspect the
earlier versions continue to be the root of your problems.
I'd:
(1) uninstall NIS 2005 via Add/Remove Programs & reboot;
(2) remove all traces of NXX 2004 using SymRNT
(http://service1.symantec.com/SUPPORT/tsgeninfo.nsf/docid/2005033108162039;
read this page thoroughly and completely for all caveats) & reboot;
(3) remove all traces of NXX 2000 using Rnav2003.exe
(http://service1.symantec.com/SUPPORT/nav.nsf/docid/2001092114452606) &
reboot.
(4) Then, if you still think Norton products are worthwhile at this point,
reinstall NIS 2005.
