Built into Windows XP - no.

Sorry - natively I know that does not exist and I cannot speak for a third
party option.

Again - not natively. If they are using your account - I don't belive you
can do what you have described here with just Windows XP. There may well be
a third-party application out there that does this - but I have no
experience with one that does things the way you describe them. Maybe
someone else does and will volunteer some information?
