You have so many protective programs running it is hard for you to
determine which one of them is blocking your downloads. I doubt very
much that the firewall is to blame since the Windows Firewall doesn't
have any download blocking capability.

I would do a version of clean-boot troubleshooting whereby you only have
the Windows Firewall and your antivirus running and all the other
protective programs off. You can manage the startups with msconfig, as
follows:

Go to Start>Run and type (without quotes) "msconfig" [enter]. This
brings up the System Configuration Utility. Look on the Startup tab and
find the probable culprit. Uncheck the box next to its name, Apply and
OK out. You don't need to restart immediately, but the next time you do
you'll get a dialog saying you've used the Utility. Just tick the box
that says in effect, "don't bother me about this again".

Then go to your download site and see what happens when you try to
download a file. If all is well, enable one more program that you like
to have running in the background. Test. And so on.
