I really think you are just fine. Now, I must admit to not using
XP Home or Pro in the mode you indicate (i.e. domain members),
but when XP first released I did for some brief explorations.
In the beta, there actually were three categories of accounts, with
Power Users membership determining the third, but this was
reduced to only the two rather late in the beta. As a result, in
the categorical interfaces there are some gaps. I recall seeing the
very result you describe when an account was in Power Users,
but I was thinking it resolved if in Users and Power Users,
which it does not for a fresh account I just defined on a test XP
Pro stand-alone.
As you might imagine, I, like many in these NGs, rarely use the
simplified interface for account which you are dealing with,
but instead either use compmgmt.msc or lusrmgr.msc
