If the machine is within a domain, check in the GPOs that impact
that machine (but, if others are under influence of same GPOs and
are acting properly such a check would be moot point).
You could use GPMC to see the effective resultant policy applied
to the machine.
If you are configuring this with local policy then you have already
imported the wuau.adm administrative template so you should be
able to see all these settings in the computer branch of local policy
under the administrative templates / windows update. If it is not
there then grab a copy and import it in order to set the needed
values. You can probably still get a copy at the SUS download
site of ms.com even though it is now superceded with WSUS.
