Just install Norton Firewall (if you want it that badly) and that'll do.
Norton Firewall and Windows XP firewall run together without any problems.
However, if I were you and the store that you bought it from (if you did
instead of getting a pirated copy) I would take it back. Windows XP has a
nice little IPSec service (very similar to iptables/ipchains on *nix).
Here's a short overview of what you do...

Step 1: Start -> Run -> [Type "mmc" in combo-box] -> OK
Step 1.1: File -> Add/Remove snap-ins
Step 1.1.1: -> Add -> IP Security Policy Management -> Add -> Finish
Step 1.1.2: -> Add -> Services -> Add -> Finish
Step 1.1.3: -> Close
Step 1.2: -> Ok
Step 2: [Browse through services and disable or set to manual those that you
can and do not need (make sure you read descriptions) or may need to be
started in rare cases by Windows or yourself. Its a good idea to stop them
right away to save your box resources. While at it, tell IPSec service to
automatically start up and start it while at it.]
Step 3: Start -> Run -> [Type "cmd" in combo-box] -> OK
Step 4: [Type "netstat /a /n" in Command Prompt window. Keep it open for
using output later.]
Step 5: [Navigate to IPSec Policy Management in Microsoft Management
Console. From here on its too much writting for me so you should go through
the help files. The idea is to deny inbound and outbound traffic to and from
the internet to ports with LISTENING state.]
Step 6: [Set ruleset or whatever it was called as the one to use.]
Step 7: [Your firewall is up. Enjoy!]

This just goes to show you that you do not need to piss away money and have
your box piss away CPU time and memory on more useless/crappy products (you
can save even more by switching to BSD or Linux but since you already
bothered paying for Windows you may as well use it).
