Administrator Account Access

I have a client that would like to be able to lock down their administrator
account with a password that nobody in their building would know, only me.
The problems that this creates is they would need an account that is able to
do all of the administrator functions such as create user accounts and such.
This user should not be able to change the administrator password, but should
be able to reset all other user account passwords.
Is there a plausible solution for this scenario? Any input would be greatly
appreciated. Thanks!
